This bill would direct the NC Department of Justice and Public Safety to study training that may be provided to a law enforcement officer to improve the officer’s ability to identify  during a traffic stop if a person is deaf, hard of hearing or has a developmental disability, traumatic brain injury or mental illness. The goal of this training would be to realize if the condition is affecting the person’s ability to comply with the officer’s orders and to improve the officer’s interaction with the person making the identification.
The NC Department of Justice and Public Safety would report its finding to the Joint Legislative Oversight Committee on Justice and Public Safety on December 1, 2017.
