NCMS Morning Rounds 3-30-21

Here is you Doctors’ Day NCMS Morning Rounds.

March 30, 2021

Happy Doctors’ Day!
Thank you for all you do today and every day for the people of North Carolina! We appreciate you!

Telehealth Resources Available

NCMS members have consistently told us that telehealth has been an important element in continuing to provide care to patients during the pandemic. The NCMS has a valuable resource to offer those who need a telehealth platform – our Presence telehealth platform is available to you. Learn more about it here.

The Centers for Medicare and Medicaid Services (CMS) also recently came out with two new resources to support you and your patients in making the most of virtual care.

Telehealth for Providers: What You Need to Know – Learn how and when to use telehealth. Topics include how to set up telehealth services, how to conduct a successful visit, and how to keep up to date on telehealth payment (particularly for Medicare and Medicaid).
Telehealth: What to Know for Your Family – Patients can find out the types of care they can receive through telehealth, how to prepare for an appointment, what to expect during a visit, and more. This resource is also available in Spanish.

Providers and partners can download graphics to post on their social media channels and help spread the word about these new resources. All of these resources can be downloaded here.

Physician Advocacy Institute Updates

The NCMS is an active participant with the Physician Advocacy Institute (PAI), which is dedicated to advancing fair and transparent payment policies and contractual practices by payers and others to sustain the profession of medicine for the benefit of patients. PAI recently released updates on its regulatory advocacy work including on Quality Payment Program (QPP) flexibilities, reintroduction of the Telehealth Modernization Act and introduction of legislation focused on social determinants of health (SDOH) at the federal level.

The Centers for Medicare and Medicaid Services (CMS) are implementing multiple flexibilities for the Quality Payment Program (QPP) in response to the COVID-19 pandemic. PAI supports the additional flexibilities and have advocated for them in letters to CMS and lawmakers, including calling for an automatic application for the 2021 performance year based on the ongoing public health emergency. Learn more about the flexibilities already implemented here.

The Telehealth Modernization Act has been reintroduced in Congress. This legislation would remove existing restrictions on telehealth services with the goal of increasing access to care for Medicare beneficiaries. Among its provisions it would permanently expand the types of telehealth services covered by Medicare and the types of care physicians and other healthcare providers that can deliver those services. Read more about this proposal here.

Congress also is considering two legislative proposals that would allocate resources to address social determinants of health. These proposals are aimed at mitigating barriers to health care access and expanding the accessibility of social services and supports. Key legislative measures include: the Leveraging Integrated Networks in Communities (LINC) to Address Social Needs Act and the Improving Social Determinants of Health Act.
