Robert W. "Charlie" Monteiro, MD, of New Bern was installed as the 158th President of the North Carolina Medical Society on October 22, 2011, at the Society’s annual meeting in Raleigh. Dr. Monteiro is board certified in Internal Medicine and practices with CarolinaEast Internal Medicine.
He received a BA from Cornell University, a Master of Science from Benedictine University, and a medical degree from George Washington University, where he was inducted into the Alpha Omega Alpha honor medical society. He completed his residency training at the Mayo Clinic in Rochester, Minnesota.
Dr. Monteiro has been a member of the NCMS since 1995 and has served on a number of committees, including the Legislative Cabinet, the Ethical and Judicial Affairs Committee, the Sports Medicine Committee, and the Nominating and Leadership Development Committee. He received the North Carolina Medical Society’s Tobacco Control Physician Award in 1998, for his ongoing work in educating adolescents about the dangers of using tobacco.
Dr. Monteiro and his wife, Peggy, have three sons and a daughter.

President-Elect Michael Moulton, MD, is an emergency room physician at New Hanover Regional Medical Center in Wilimington. He received his medical degree from the University of Texas Health Science Center, San Antonio, and spent his residency at The Medical College of Pennsylvania, Department of Emergency Medicine in Philadelphia, PA. An active member of organized medicine, Dr. Moulton served as President of the New Hanover/Pender Medical Society in 2005, has been an alternate delegate to the AMA since 2001, and has been a member of the AMA since his medical student years.
Dr. Moulton lives with his wife, Frankie, and his young son and daughter in Wilmington.
Devdutta Sangvai, MD, MBA is a Assistant Professor of Family Medicine, Pediatrics, and Psychiatry at the Duke University Medical Center. A Board Certified Family Physician, Dr. Sangvai completed his undergraduate studies in Biochemistry at the Ohio State University. He graduated with an MD from the Medical College of Ohio (MCO) and subsequently completed his residency and chief residency at MCO. Dr. Sangvai also has an MBA with a concentration in Health Sector Management from the Fuqua School of Business at Duke University. He is a past president of the Durham-Orange County Medical Society, serves as a member of the AMA's Young Physician Section, and chairs the Membership and Communications Committee of the NCMS.
Speaker of the House, Docia Hickey, MD, is a neonatologist with the Carolinas Medical Center, Levine Childrens Hospital. An undergraduate of Emory University and graduate of the Bowman Gray School of Medicine, Dr. Hickey spent her residency in pediatrics at Charlotte Memorial Hospital and Medical Center and a fellowship with the Divisions of Neonatology/Department of Pediatrics, Vanderbilt School of Medicine. She has served on the NCMS Board of Directors since 2002 and has also had an active role on the Legislation Committee as well as the Family and Public Health Committee of the NCMS.
Dr. Hickey currently resides in Belmont with her husband, Fred Miller.
Palmer Edwards, MD, DFAPA, is a board certified pyschiatrist residing and practicing in Winston-Salem, NC -- the same city in which he earned his medical degree as a graduate of the Bowman Gray School of Medicine (now the Wake Forest School of Medicine).
A member of the NC Medical Society for nearly 20 years, Dr. Edwards has been active in organized medicine for much of his career. He has served on the NCMS board since 2009 and led the Forsyth-Stokes-Davie Medical Society as president in 2010. In addition, he has taken leadership roles in his specialty society, the North Carolina Psychiatric Association (NCPA), serving as president in 2007 and chairing the NCPA's Ethics Committee.
He and his wife, Marty, have three adult daughters.
John R. Mangum, MD, was installed as the Societys 157th president at the 2010 Annual Meeting in October. He has been actively involved with the Medical Society since he joined in 1985, serving as Secretary-Treasurer for five-years and becoming Chair of the North Carolina AMA Delegation in 2009.
Dr. Mangum is a family physician in private practice with Sanford Medical Group, a satellite of Pinehurst Medical Clinic. Dr. Mangum received his undergraduate and medical degrees from the University of North Carolina at Chapel Hill. He completed his residency in family medicine at the former Charlotte Memorial Hospital, now known as Carolinas Medical Center.
Dr. Mangum serves on the Board of Directors of the Carolinas Center for Medical Excellence and is Past President of the Lee County Medical Society.
Dr. Mangum and his wife, Ellen, live in Sanford, where he is active in the Rotary Club and a member of St. Luke United Methodist Church. They have three grown sons, Joseph, Daniel and Eric.
Robert W. Seligson (Bob) is Executive Vice President/CEO of the North Carolina Medical Society, the largest and oldest professional association in the state with over 12,000 members. As Executive Vice President/CEO, Mr. Seligson directs a variety of advocacy efforts designed to serve the physician community in North Carolina, including his designation as Chief Executive Officer of the N.C. Medical Society Foundation.
Mr. Seligson became Executive Vice President/CEO of the Society in May 1994. Prior to his arrival in North Carolina, he served as the Deputy Executive Vice President of the Florida Medical Association, one of the largest medical associations in the nation. He served Florida physicians in several executive roles, specializing in medical economics, health policy, and legislative issues. Because of the strong presence in Florida of national managed care companies, he has extensive experience in working with physicians in complex managed care environments.
Mr. Seligson and his wife, Donna, reside in Raleigh and have two children.
