2009-2010 Board of Directors

Douglas D. Sheets, President

Douglas D. Sheets, MD, has been a member of the North Carolina Medical Society for over 20 years. A Rutherfordton, NC-based OB-GYN, Dr. Sheets graduated from the Indiana University School of Medicine and spent his residency in St. Petersburg, Florida, at the Bayfront Medical Center. He has served as the Chief of Obstetrics and Gynecology and the Chief of Staff at Rutherford Hospital, where he remains on active staff. Committed to organized medicine, Dr. Sheets served as the president of the Rutherford County Medical Society for 16 years and has participated with the NCMS as Vice Speaker, Speaker, and President-Elect and on several committees.

Dr. Sheets and his wife, Kay, have three children.





John R. Mangum, MD, President-Elect

John R. Mangum, MD, was named President-Elect during the 155th House of Delegates in October 2009. He previously served as an At-Large Member and as Secretary-Treasurer of the NCMS Board of Directors.

Dr. Mangum graduated from the University of North Carolina School of Medicine in 1981, specializing in family medicine. He currently practices at Sanford Medical Group; he and his wife, Eleanor, also reside in Sanford.






Devdutta Sangvai, MD, MBA, Secretary/Treasurer

Devdutta Sangvai, MD, MBA is a Assistant Professor of Family Medicine, Pediatrics, and Psychiatry at the Duke University Medical Center. A Board Certified Family Physician, Dr. Sangvai completed his undergraduate studies in Biochemistry at the Ohio State University. He graduated with an MD from the Medical College of Ohio (MCO) and subsequently completed his residency and chief residency at MCO. Dr. Sangvai also has an MBA with a concentration in Health Sector Management from the Fuqua School of Business at Duke University. He is a past president of the Durham-Orange County Medical Society, serves as a member of the AMA's Young Physician Section, and chairs the Membership and Communications Committee of the NCMS.





Michael P. Moulton, MD, Speaker

Speaker Michael Moulton, MD, is an emergency room physician at New Hanover Regional Medical Center in Wilimington. He received his medical degree from the University of Texas Health Science Center, San Antonio, and spent his residency at The Medical College of Pennsylvania, Department of Emergency Medicine in Philadelphia, PA. An active member of organized medicine, Dr. Moulton served as President of the New Hanover/Pender Medical Society in 2005, has been an alternate delegate to the AMA since 2001, and has been a member of the AMA since his medical student years.

Dr. Moulton lives with his wife, Frankie, and his young son and daughter in Wilmington.






Docia Hickey, MD, Vice-Speaker

Vice-Speaker of the House, Docia Hickey, MD, is a neonatologist with the Carolinas Medical Center, Levine Children’s Hospital. An undergraduate of Emory University and graduate of the Bowman Gray School of Medicine, Dr. Hickey spent her residency in pediatrics at Charlotte Memorial Hospital and Medical Center and a fellowship with the Divisions of Neonatology/Department of Pediatrics, Vanderbilt School of Medicine. She has served on the NCMS Board of Directors since 2002 and has also had an active role on the Legislation Committee as well as the Family and Public Health Committee of the NCMS. Dr. Hickey currently resides in Belmont with her husband, Fred Miller.








Albert J. Osbahr, MD, Immediate Past President

Albert J. Osbahr, MD, resides in Hickory, North Carolina with his wife, Beth, and two sons, where he serves as the Medical Director at the Catawba Valley Medical Center, Occupational Health Services. In addition, he works as Corporate Medical Director at Blue Ridge Paper Corporation and as a Medical Consultant/Lab Director at the Haywood County Health Department.

Dr. Osbahr graduated from the UNC-CH Medical School with a primary speciality in Occupational Medicine and a secondary specialty in Family Medicine/Preventive Medicine. He has a long history of serving in organized medicine and currently holds a position as a member of the Council on Science and Public Health at the AMA in addition to his position on the Board at the NC Medical Society. He also serves on several committees at the NC Medical Society, such as the NC Industrial Commission Liaison Committee and the Family and Public Health Committee.




Robert W. Seligson, Executive Vice President/CEO

Robert W. Seligson (Bob) is Executive Vice President/CEO of the North Carolina Medical Society, the largest and oldest professional association in the state with more than 11,500 members. As Executive Vice President/CEO, Mr. Seligson directs a variety of advocacy efforts designed to serve the physician community in North Carolina, including his designation as Chief Executive Officer of the N.C. Medical Society Foundation. He became Executive Vice President/CEO of the Society in May 1994. Prior to his arrival in North Carolina, Mr. Seligson served as the Deputy Executive Vice President of the Florida Medical Association, one of the largest medical associations in the nation. He served Florida physicians in several executive roles, specializing in medical economics, health policy, and legislative issues. Because of the strong presence in Florida of national managed care companies, he has extensive experience in working with physicians in complex managed care environments. Mr. Seligson lives in Raleigh with his wife, Donna, and their two children.
