NCGA Session for Hurricane Relief Funding

The Joint Appropriations Committee meeting met at 5:00pm October 15, 2018.

SB 3 – 2018 Hurricane Florence Disaster Recovery Act

Sen. Brent Jackson (R-Sampson) and Rep. Nelson Dollar (R-Wake) presented the bill to the Committee.

Rep. Dollar noted that the legislature would be back in November to dedicate more funding as needs continue to arise.

$5 million is appropriated to the Department of Health and Human Services (DHHS) to aid in the increase in behavioral health services for behavioral health services for individuals located in counties designated in federally declared disaster zones.

$500,000 is allocated to the DHHS Office of Rural Health, to provide funding to the NC Hospital Foundation. This funding will provide aid to unaffiliated community hospitals affected by Florence. Prioritization will be given to hospitals serving rural areas.

$2 million is appropriated to the DHHS, Division of Public Health for mosquito abatement.

$ 3.5 million is allocated to the DHHS Division of Social Services, to match federal funds for administrative expenses in operating D-SNAP. D-SNAP provides foot assistance to low-income households experiencing flood loss due to Florence.

$1,000,000 is allocated to the DHHS Division of Central Management and Support, to activate the Emergency Prescription Assistance Program (EPAP). This program provides prescription medications, medical supplies, vaccinations, and centurion medical equipment for eligible uninsured residents within the disaster area. The estimated total needed for this fund is ~$4 million.
