Bill Summary

This bill would provide for the North Carolina Health Plan to cover all state residents with comprehensive health benefit coverage. The bill lists 9 different services that would be required to be included in the plan. Some of the services include the following: preventative care, medical supplies, hospice care, mental health treatment, and dental services. For the first two year copayments would not be charges. If later implemented, deductibles for this plan should not exceed $250 per individual or $500 per family. The Health Plan could not charge copayments for preventative care. However, specialist visits could be charged without a referral by a primary care provider. The bill provides $5,000,000 for the Department of Insurance and the Department of Health and Human Services to study this issue before implementation in January 1, 2019.
