BCBSNC Announces Partnership To Compete for Medicaid Managed Care Contract

On Tuesday, Blue Cross and Blue Shield of North Carolina became the latest competitor for one of the state’s Medicaid managed care contracts likely to be awarded next year. BCBSNC announced a collaborative agreement with Amerigroup Partnership Plan, LLC, a Medicaid managed care company owned by Anthem, Inc. The new Medicaid plan they hope to offer will be called Healthy Blue.

Healthy Blue joins North Carolina Provider Owned Plans, a coalition of 11 North Carolina Health Systems that have partnered with Presbyterian Health Plan of New Mexico, and Carolina Complete Health, a partnership between the North Carolina Medical Society (NCMS), N.C. Community Health Center Association and Centene Corp.

The state is awaiting approval from the Centers for Medicare and Medicaid Services (CMS) to proceed with the Medicaid reforms signed into law two years ago. The NC Department of Health and Human Services (NCDHHS) anticipates requests for proposal to issued in Spring 2018.  There is still discussion about the total number of plans that will be awarded contracts. Contractors are expected to be selected by Fall 2018 with the plans to be in place and coverage to begin in 2019.

In North Carolina Medicaid covers nearly 1.9 million residents and costs $14 billion a year in federal, state and local funding.
